Passenger compartment heater. I really don't drive the car in weather where more than a jacket is required so from my experience the switch is pretty much just for looks.

    Thanks!
Does it "blow" to the top vents, or bottom vents, or depend on the other lever settings? I can't seem to tell a difference.

The 3 levers behind that fan switch control the heat. The one in the middle controls how much air comes from the heater or the outside air, the one on the left controls how much of that air blows to the driver's feet or windshield, the one on the right controls how much of that air blows to the passenger's feet or windshield. The fan switch controls the volume of air.

For warm weather driving all of those levers should be forward. On a chilly day, put the middle lever all the way to the rear and the other 2 somewhere less than halfway and you should be fine. If you are trying to de-fog the windshield throw them all to the rear and put the fan on high (also to the rear). So it is pretty easy to remember. Good weather, everything forward; bad weather, everything aft.

BTW - the 308 is no cold weather car. The heating system is just to take the chill out of the air on a cool evening. It ain't a winter, "God I'm freezing and I want to be warm right now!" car. So I'm not suprised you couldn't really tell a difference in the settings.

I drive my 85' 308 in the winter several miles every few weeks(on clean dry roads). Even in 20 degree temperatures, it is quite comfortable. The heater, fans and filters all need to be in good shape though.
