Any advise on how to make sure its the water sensor thats preventing the cooling fans from coming on. Already checked the fuses and relays. Is there any way to make sure its the sensor before removing the rear left wheel and well to get to the sensor? Need to know quickly!!!

Best be checking the connection at the fuse panel. The panels on these cars are infamus for causeing all kinds of electrical problems. If you open the cover, you will see the fuses and relays. Surronding this you will see a bunch of wiring. These wires are comming out of connectors that push into the fuse panel. Each conntector has a samll clip that you need to press to remove it form the panel. Remove each of them and have alook for what looks like melting or burning. You will more then likely find this to be your trouble. Just reapir as needed(the way will be quite obvious when you see it) and away you go.

If you remove one of the corresponding relays (H or L) during warm-running (i.e., when the water fans should be on) and measure the voltage between the 85 and 86 positions on that relay socket you would get +12V (or -12V depending on your meter polarity) if the sensor was OK (and ~0V if the sensor was bad).

Assuming that you pass the test above (or if you short the sensor wires together, key "on", and the fans don't run) then you've probably got the problem that Tom described -- burned contacts on the "j" connector:
