yep, unable to be registered anywhere in Aus I think. The owner would be better off sending it to a UK dealer.
Makes you wonder how it landed on our shores. If I recall (and I could easily be wrong), you're not allowed to just import vehicles unless they're able to be registered and you need an import permit first - before it's allowed to clear customs. I think the only exemptions for this are when said vehicles are to be used for offroad purposes. I'm guessing there's probably a story behind this one. It's not likely to have a compliance plate or permit plate on it I'm guessing.
