The logistics of blacklisting

We’re all familiar with the apparent reach of the company when it comes to reprimanding those who do things they don’t like [Manzoni saying no one is allowed to paint the 12C front stripe] but how do they enact this discipline? One can always buy a car from the showroom [or have a friend or colleague do so] if they’ve been disallowed to purchase new; and how would they even know if you painted the 12C? Someone snaps a picture in public and sends it to Ferrari? The whole thing seems silly.
