    What's completely wrong mixing up two jobs.

    Changing cam belts is one thing & does not require touching the cams/timing/pins etc. When you do this you the engine will be timed to the exact same state as it was before you started unless you get it wrong and miss it by a whole tooth - which will be blindingly obvious if you have made good marks on your cam pulleys etc,

    Setting the cam timing is an entirely separate job requiring a degree wheel, a good understanding of the cam timing process & a TDC measuring gauge thing.

    General rule of thumb: Unless you have first installed a degree wheel and a TDC gauge , do not touch the cam pin settings.

    I don't think the WSM ever suggests installing those to change the belts.

    The WSM only discusses cam timing only in the context of assembling the engine from a box of parts. It really doesn't give much detail other than to note the opening and closing positions of the valves, what the valve lash has to be for the measurement and that +/- 1 degree is sufficient.
