Traffic fine increased?

Hi all! According to my insurance agent, few laws passed back on July 1st, 2007 and the price for each traffic violation has increased dramatically. He said one of his client was caught at 93MPH on 101N going toward the bay area and this ticket alone costs her $1700. Have anyone else heard about the increase? Please confirm. If it's true then front plate will be the last thing to worry.
