Reports of secret Red Bull test emerge | Grand Prix 247
As far as I know a rolling road test is not illegal. 2nd of all, there are conflicting reports on this. First it was Red Bull, then it wasn't, so they pointed the finger at torro rosso. They don't even know WHO did WHAT and IF it's illegal, but put on a controversial headline anyhow.
If they used a rolling road, I think that it´s not forbidden. I´ve read in other places that they ran the car in a real track but without aero parts... At this point I think that the story is too thin to take it seriously. BTW, I think it´s funny that the story was partly leaked through a tweet of one their drivers. Rosberg talked too much about their 2013 testing through tweeter too and we all remember Hamilton publishing telemetry data. So, if I were a team boss, I´d think seriously about banning my drivers from Tweeter.
If I make up reports saying that Alonso is gay, doesn't make it true. Either way, a bench test is legal as far as I'm aware.
