Stainless can be sanded and polished back. Assuming you’ve already tried a grease remover, pick an obscure spot with the issue and see if you can polish or sand it off. If aggressive polish doesn’t work I’d start with 600 wet paper and if that didn’t cut it try 400 wet paper. Once surface is cleaned you will have to work back with finer grade papers, then finer grade polishes. It likely just takes time. Bill FL p.s. for any wet sanding I soak the paper for 30 mins prior to using. Dry paper can cut deeper and uneven. Soaking softens the sand paper.
I treated stud with heat and PB blaster and tried to remove with Snap on stud remover. The stud had lost about 20% of material at the lower portion of threads on the side not in the picture due to rust. It failed in shear during removal effort. Now I will have to drill it and use screw extractor.

Thanks others look okay for now For others reading this, if you have not removed a rusted stud from exhaust flanges before, I would suggest taking it to a shop. That is a stainless flange and it is easy to break tools in it as stainless threads gall easily.
