Nobody and I mean absolutely nobody is irreplaceable ... even Enzo Ferrari himself.

F1 without Bernie may not be the same, but F1 does not NEED Bernie to exist.

But if second place goes out after 10 min, does first have to go out by T+15?

Or reverse the order -- previous winner has to go out on the green track first, and can then improve his time in later runs.

well, it's so complicated. i'd still prefer the old 1 hr style, altho the 1st 30 mins can be boring, at least things spice up the last 10 mins or so.
