In trying to track down a headlamp issue, I noticed that the Horn/Cigarette Lighter/Clock and Radiator fans/Alternator Regulator Relay/Instruments fuses in the fuse box are not the 30A called out in the Workshop Manual, but just 25A.

Any noticeable side effect of not having 30A? Yes, you guessed correctly...I'm neither an electrician nor a mechanic.

Under rated fuses won't cause any problems, unless you draw more amperage across the circuit that it's specified for, then the fuse will blow. It will not cause less voltage or amps to flow on the circuit than a 30 AMP fuse, until you exceed the fuse's rating, then it'll pop. SO, net? You max out at 25 amps on the circuit instead of 30.

Over amped fused CAN cause serious problems, by allowing more amps to flow on the wires than they're rated, causing meltdowns of epic proportions, that's why you NEVER hardwire a circuit without a fuse.
