    Bob- Sounds reasonable. Most of the combatants in WW-I used non-rigid kite balloons with a basket for an artillery observer. They looked like miniature blimps. Filled with hydrogen like the Hindenberg, they went limp pretty quickly when incendiary rounds went through them. Hydrogen's tiny molecule finds any way it can to leak, so doubtless there were plenty of limp ones after a period of time, even when nobody was shooting at them.
