I got the answer for you. It is same heater valve used in Fiat 128. You can get it from:

Heater Valve (Fiat 128 Yugo All) - OE SAVARA

for $24.

By the way, I got one from Midwest Bayless for my 75 Urraco. It is SAVARA, made in Italy (4294228-OE). Parts no. on the main body is 1.811.365.15 - 075250. Make sure you get two gaskets (4176872) as well. Tom
