    According to the French magazine Auto Hebdo, Vijay Mallya made a lot of noise in the paddock at the French GP about asking for a budget cap in F1, allowing small teams to compete against factory teams.
    Claire Williams supported the idea.
    The issue regularly comes up for discussion, but so far it has been kicked in the long grass.

    Would it be a good idea? Is it necessary?
    Would such a budget limit bring parity among teams?
    At what level the limit should be set?
    How to control the different budgets and enforce the budget cap?
    How to penalise the offenders?

    Those are the questions the FIA would have to answer first.

    Vijay Mallya has no reason to talk, if anyone needs a budget cap its him personally. He is a crooked businessman and its sad what he has done to his employees of his defunct airline along with the money he owes to the Indian banks.

    Vijay is rated for a cell in a prison budget. A prison suit and his 3 meals per day with his new friends. He needs to shut his corrupt mouth.

    It's impossible to enforce. The bigger teams will find a way to exert an advantage. Racing, especially F1, is not only about mano vs. mano on the track, it's car vs. car in a technical "race" as well. To me, this is one of it's main attractions. No Nascar parity for me, thank you very much.

    Forget it's Vijay asking. A budget cap could never be enforced. These teams are way too smart to let a budget cap stand in the way of progress.

    Can't enforce a budget cap.

    F1 had a semi-successful budget cap with the V8 cars. Focus went on aero instead. Instead of going fully mental to the Hybrid units we have now, all F1 needed to do was tweak the aero rules that less development was possible.Reduce elements, disallow funny bits on the body. Increase the ERS battery size. Job done.

    The jump to hybrids and opening the aero caused an unprecedented spending spree. Uber aero. Uber engines. Mercedes still goes through 100 engines a season (dyno). They're spending stupid money finding the last few horsepowers. Instead of doing it on track, they moved it to a factory setting. This is why any (normal) garagiste can't win a title. Actually, any garagiste. Red Bull still can't and they have one of the largest F1 budgets...
