    Are there any other VIN locations on the 1986 328 GTS other than the VIN plate in the engine compartment and on the steering column? Is there any place on the frame of the car it is located?

    No but during the production run federal law changed and it became required on all components designated in the law as a major component.

    Here it is on an 89 328 transaxle.

    Not on the frame.

    On the frame this is the body number ( not same as the VIN number )

    I'll assume that this is a euro 1986 328 (since you are in Sicily), and maybe this is what you meant by "the VIN plate", but the VIN should be physically stamped into the chassis frame rail (bottom middle picture below) in the engine compartment -- see the euro 328 OM 376/86 Section 1:
