    Virginians Face $3,000 Traffic Ticket

    (July 1) - Virginia is for lovers, or so the state slogan has declared since 1969. Starting today, Virginia also will be the home of the $3,000 traffic ticket. In an effort to raise money for road projects, the state will start hitting residents who commit serious traffic offenses with huge civil penalties. The new civil charges range from $750 to $3,000 and be added to existing fines and court costs. The civil penalty for going 20 mph over the speed limit will be $1,050, plus $61 in court costs and a fine that is typically about $200.

    Virginia's traffic law is one of several thousand new state laws that take effect Sunday. Jan. 1 and July 1 are the most popular dates for state laws to become official.

    July 1 is especially popular for new taxes and fees because it's the start of the budget year in 46 states. For example, Arkansas will cut its sales tax on groceries from 6% to 3% Sunday.

    Virginia's new traffic penalties are expected to raise $65 million a year and are part of an effort to improve the state's roads without raising taxes.

    A first-time drunken driver will face a $2,250 civil penalty, plus fines and court costs that typically run about $500 or more. Driving without a license? That's a mandatory $900 civil penalty, in addition to the ordinary $100 for a fine and court costs.

    "It's outrageous," says traffic court attorney Thaddeus Furlong of Springfield, Va. "When Mr. and Mrs. Middle Class find out what they have to pay, there's going to be a backlash like you've never seen."

    Some other states impose extra civil penalties for traffic offenses, but the cost is usually $100 or $200, Furlong says. "What sets this apart is the Draconian size of the civil penalties," he says.

    Another difference: The civil penalties apply only to Virginia residents, not out-of-state drivers. Virginians must pay in three installments over 26 months or lose their licenses. The state Legislature didn't think it could enforce the extra penalties in other states.

    Motorist club AAA Mid-Atlantic supports the new penalties.

    What they have right now sounds like "rape". Isn't FCA's anuual meet in Virginia this year? Also, the Ferrari NA Challenge Rally?

    And........ what's the problem???

    Some stern fines for DWI, excessive speeding, etc should put a real damper on those activities and everyone is safer for it.

    The problem is that the guy who introduced the bill is also a lawyer who runs a law firm that specializes in traffic cases... Conflict of interest barely describes how shady this is. But yeah, the law only applies to VA residents, which is even weirder. Although I spend most of my time in VA, I have a FL license and tags on my cars I keep up here :)

    The problem is that Va.'s legislature has enacted a system to make some people pay for a service (roads) that a far greater number of people use. The way to pay for road projects is through gas taxes, plain and simple. The more you drive the more you contribute. To try to force that burden onto a small group, regarless of thier infraction, is unethical. We all use the roads, we should all have a part in paying for the roads!

    Also:
    - The increase in fines will deteriorate the relationship between the public and the police - Bad policy!

    - I believe one of the authors of this bill is a traffic attourney. Lawyers writing laws that generate more business for lawyers! - Conflict of intrest...I think so!

    - In terms of "increasing safety"... where in this law is that happening? Are they using the money to install breathalyzers in cars to disable ingnition systems? - NO! Are they using the money to fund better driver training? - NO! Are they using the money to generate and promote a better set of "heavy traffic driving rules" to help ease congestion? - NO!

    This law is nothing but bad policy made by politicians who lack the spine to tell the public that everyone who drives must take a part in paying for the roads we use - increased gas taxes.

    Are not radar detectors illegal in VA as well? There is likely to be increased pressure on cops to write more tickets to raise revenue. My wife (an attorney) says the law will likely be challenged on grounds of excessive punishment for crime, etc.

    Fine for driving without your license is something like $700. Not driving on the revoked list, but not having it with you. It doen't make me feel safer, just glad I don't live in VA.

    Drive to fast....fall in a bottomless pothole
    Drive slow...avoid the pit of doom

    Drive 17 from Norfolk to Elizabeth City and you'll really see a craptastic road

    You already can serve jail time for speeding in VA. (Just speeding over the limit, not reckless driving/etc)

    But yes, radar detectors are illeagal in VA. It truely is a communist state. I work near the TN and VA border and VA troopers come into our ER all the time for car crashes. The sound track is right out of the USSR. An example: woman driving in her mini van with two kids. One was probably on the border for a booster seat and was in one. The police wanted a social services consult for this potentially leathal infraction! The accident wasn't her fault at all.

    And yes, they send people to jail for speeding even without this resulting in an accident.

    The real bottom line is that the death rate on VA roads is worse than that of TN. They are zelots.

    My advice to anyone is stay south of the iron curtain in TN, no income tax and no ridiculous traffic laws and zelots enforcing speed limits that are 30 mph too low.

    I guess this is to replace the personal propertey tax they are phasing out. I love the roads here in VA, great for spirited driving but, As mentioned eairlier, speeding penalties can already quickly result in court appearances and even jail time. This dollar figure is just an extra insult. I guess I need to head for west VA....west bound and down......

    Talk about law enforcement for profit! What's next? Fees on police services? How about a couple hundred bucks to come write a report on a traffic accident, or a thousand dollar fee to investigate a robbery? Oh never mind,let's not give them any crazy ideas.

    The people of Virginia vote for the Govt. they deserve. The law sponsors wager most people who will be hit the hardest by these fines/fees are repeat offenders. Unless you're stupid and get caught, the new law won't cost you a dime. Time will tell - but since I don't live near there anymore, I don't care - the per capita income of Northern Virginia residents is pretty high anyway. Three grand to those Beltway-Bandit folks is lunch money. Once the fines start hitting real people (bad drivers) in their real wallets, Virginians will finally stop driving like complete assclowns (or actually vote to change a law). I can't tell you how many Virginia-plated RICERS have blown by me on I-495 doing triple digits in weekday rush-hour just to show off.....
