On my '75 308 gt4 I set the idle screws to hold idle at about 900-1000 rpm. But sometimes the idle will not come down when I stop and take the foot off the pedal. The idle hovers at 2000 rpm, then wanders +/- 1000 rpm

    Suggestions?

Check your driver's side floor mat. It may be sliding around, and pushing against the gas pedal. Both my 308 and 328 had this problem. To be sure, remove the mat, and go for a drive. If that is the problem, some velcro tape will fix it.

If it's not from "carpet cruise control", a possible next step is to put a timing light on it and observe the advance mechanism(s) behavior(s) -- just something easy to rule in or out without any disassembly required...

Do you have a functioning R1/R2 point set-up (i.e., a stock US setup -- I'm not quite sure where "Clovis" is ;))? If so, another thing to check is that the paddle on the throttle plate linkage is doing a reasonable job of closing the microswitch on the 1/2 carb at the idle position (but problems here would show up in the test above as well).
