I need a good freeware software that will let me splice and split wav files, as well as slow and speed them up (so they take less or more time). Any suggestions?

I use audacity, you can edit speed(changes both pitch and compresses time to play), you can edit pitch, and edit just the time it takes to play without changing the pitch - very nice. It does everything I've wanted from it. I mainly use it to edit together my harmonica's, or to spot a "loop" for computer game use after recording a car sound.

You should ask my brother to help. His major is basically doing that kind of thing.
