I suspect Ford had a Mangusta and were showing it in the design courtyard and put on the sign SHELBY on it, not thinking of importing a version for Shelby to sell, But Mecum makes it sound like it was a legit plan. Anyway once Ford saw how indifferently they were built they said 'no" and the Pantera was bought on the basis of a 1/5th scale model. Here' Mecum's description and they say SOLD but with no price

In the mid-to-late 1960s, “Total Performance” wasn’t just Ford’s advertising tag line, it was the company’s mantra. Ford was fully vested in the “Win on Sunday, Sell on Monday” selling strategy, and besides racing and winning in NASCAR and NHRA events (which elicited a boon of Fairlane and Galaxie sales), Ford wanted to cash in on the success of the GT40’s Le Mans winning streak—a flagship GT road car that could compete against Europe’s best. Ford started by rebodying the GT40 MkIII, but the enormous price and time to complete the hand-built machine made absolutely no financial sense. Ford needed something affordable, which could be sold in quantity.

Enter Alejandro DeTomaso, who had worked with Carroll Shelby on the stillborn P70 racer project. DeTomaso took a modified version of the P70 spine chassis and dropped in a Ford 302 CI engine with a ZF 5-speed transaxle. For the body, luck ran DeTomaso’s way—Carrozzeria Ghia’s Giorgetto Giugiaro had penned a dramatic midengined design for Iso’s Renzo Rivolta, with Iso rejecting it for his next car. De Tomaso swept in for the spoils and named it the Mangusta, the predator to the Cobra. After debuting at the Turin Motor Show in November 1966, DeTomaso sent a Mangusta to Dearborn for Ford to assess as an addition to the Ford product line. With Shelby playing the part of the potential distributor, the car was badged as the Shelby MkV, the successor to the GT40 MkIV. Ford decided not to import the car, which was ultimately done by Kjell Qvale of British Motor Car Distributors in San Francisco.

This 1969 DeTomaso Mangusta is finished in bright red with white racing stripes, a rear spoiler, side scoops and “Shelby MK V” badging. Beneath the rear gullwing hatches resides a Boss 302 Ford engine, professed to be built by Shelby American, and is fitted with finned “DeTomaso” valve covers and a current jackshaft to operate the alternator and standard air conditioning compressor. Mated to a ZF 5DS 25/1 5-speed manual transaxle, power meets the ground via Campagnolo 7x15 front and 8x15 rear magnesium wheels shod in Dunlop G/T Qualifier rubber.

Inside, the Mangusta features a black leather interior with a gated shifter for rowing gears, controls for the power window lifts and air conditioning. A full house of Veglia instruments face the driver, with a 300 KPH speedometer and 8,000 RPM rev counter centrally mounted, flanked by oil pressure, oil temperature, engine temperature, ammeter, fuel and a clock. An aftermarket stereo and four-point racing harnesses round out this remarkable DeTomaso.
