At COTA, I noticed that several teams had tail lights that could be both red and green. I saw the lights green on the cars on some laps (but not all) as we sat in the turn 4-6 S-curves.

Google shows some guesses, and they -are- used to indicate rookies in some test sessions, but what would they be used for in the race, and why only certain teams?

never seen it on during the race, but I'm confident it's when the ERS has run out of power and is harvesting, to let the driver behind know. I've only ever seen it flash red though. First ones to come on are Ferrari units...

I'm not sure if you are talking about the lights in the same area, but to prevent accidents, and to prevent that marshals don't run the risk of an electrical discharge from the car, FIA issued new rule for the 2014, more powerful ERS system. From 2014, all cars must be equipped with red and green signal light on the rollhoop below upper camera pod. When ERS is armed and car is unsafe to touch LED light is red, and when car is safe to touch light change to green.

Red probably means not to touch, and green means all clear.
