Craig, that's the wire that goes to the pushbutton used for downloading stored fault codes from the Motronic control units. See page C12 in your Owners Handbook. It's supposed to be unhooked until you plug it in for self-diagnosis, but I don't think it really matters whether you leave it plugged in or not. Because of what it shows in the book, I leave mine unplugged.
I'm wondering if the Euro cars have this connector? I know they don't have the button, but what about the connector?
