Ive been looking at some canon lenses and Ive noticed some say EF-S and some only say EF. Whats the differenceand is one better then the other?

Basically EF fits on all the current EOS DSLR's but EF-S is designed for the cameras with a smaller sensor, so it doesn't fit on cameras at higher levels, e.g. 1D series. I think the quality is basically the same, but you might have to sell EF-S lenses when you upgrade the camera.

Correct. It refers to the mount. The EF-S lenses are physically closer to the sensor, and will not work on the full-frame cameras.

Or something like that. Quality shouldn't be any different between mount types but I will note that, as far as I know, Canon doesn't make L(uxery) series EF-S lenses.

I own all EF lenses so I can go back and forth between my APC-S DSLR and my 35mm film SLR (Canon ELAN 7NE).
