I removed the back of my drivers side rear wheel well to put the vacuum line back on the exhaust valve. After removing the panel I noticed this black and green wire hanging with a piece of tape loosely around the end. Any idea what this might be?

Doesn't look OEM to me. I would check if it's live +12v or not, with ignition on/off.

Back-trace the wiring and see where it ends.

Remove the fuse box cover behind the driver's seat and see if it passes through the firewall.

In my case I found a well insulated (from heat) 5-wire cable tied up under the engine side cover (driver) when I changed an exhaust ECU.
It disappeared into nowhere and much later when I went to check on a fuse behind the driver I found the other end coiled up.
Apparently a PO ran it when he/she had access with the bottom cover off and through the firewall for future electrical gizmos probably.

Aftermarket backup camera most likely. Easier to just cut out.

Well the other end of the wire passes through the area near the engine access panel and it ends there just dangling, nothing on the end. As suggested above someone must have put it in for some future use.
