My horn is new. It sounds as useless as what I took out of there. I'm sure it's got to be a voltage issue. I've already put in a NOS of relays, and fuseblocks are new. I think there must be some other voltage issue going on here.

    Here's my question:
If I take a DVM and connect it up at the horn, what's the MIN voltage I need to have to rule out voltage as being the culprit? Should 11.0V make music, 11.5V ? etc.

    Thanks!

In other cars I've owned the same problem has been solved by wire-brushing the connections at the fuse box and at the horns themselves. (Due to the placement in the front, the horn connections are especially prone to gunk and corrossion limiting the voltage.) In the past, I've had good luck with a small brass wire brush and dielectric grease. It seems to me that I had the same problem on my 328, but I know I've had the issue at least four times on various old cars.

The horn systems on these cars have all sorts of problems, most easily fixable.

Run a search and you will find several threads dealing with cleaning the compressor and relpacing the hoses. It might not be (just) a voltage problem.

Dont forget that these horns need a drop of oil to work properly. Do a search and you'll find the procedure. Mine had the same problem and a drop of oil cured it.
