When changing brake pads on my 360 with 13K miles. Do I change the rotors as well? The pads are not all the way down but I thought I'd nip it now.

Check for rotor thickness, uneven wear grooves and cracks. Minimum rotor thickness is usually stamped at the edge of the rotors.

No need to change if all is within spec. I doubt at 13K you need to change the rotors, unless there were some unusual usage and wear.

Not unless there's reason to do so! Are you getting vibration when you apply the brakes?

Minimum thickness is specified at 26mm
Max Tolerance for flatness is 0.025mm but they could be resurfaced if that's exceeded.

Unlikely they need replacement or resurfacing if they feel ok in use.
