    No, the plates are unquestionably Italian. Many of the vehicles (especially the older ones) are using the black on white older issue, and the newer cars are using the post-1994 'Euro style' plates. You could get older ones remade on this style if you so desired, which explains the 328 with the newer plates.

    For the record, German plates have a very specific format and never end in letters. Italian plates begin with two letters, then a dash (actually a small crest), then three numbers, then two letters. Some Polish plates are like this, too, but they don't have the second blue band like the plates in this photo do.

    There's one exception: classic cars can have historic plates that end with an "H".

    These are indeed Italian plates though, there's also a blue Italian police bike in the picture.

    I'm thinking it is in Italia (notice the blue and white police scooter), not Mugello as the terrian seems to be flat. Monza would be my guess given the terrian and foliage.
    I tried reading the road signs, but they are too fuzzy.

    Actually someine sent me that pic as part of a spoof news report about disgruntled Lehman Bros staff blockading the company compound, and a note saying the Porsche belonged to the mailboy!
