You can contact your dealer and tell them that you want to be on the list. The car has not been officially "announced" for the US, so if you are located there, I don't think that you can put in an order.
an authorized Ferrari dealer in your state is the place to go. if there isn't one in your state, you can talk to an authorized dealer in your region. if you are a first time customer there will be a wait but in my opinion, nothing like the previous wait lists when the economy was thriving. at this time, US dealers have no information on pricing or deliveries.
