Why a liter of fuel for testing?

Well they use 1.25 mL for the fuel test. then they keep a back-up sample 1.25 mL.

That leaves 998.5 mL left over. That is put into Bernie's motor home fuel tank.

So you don't know either? The Shell site is silent on the subject.

In the early 2000s the sample cans were about the size of a tuna can, ~75-100ml, a liter seems far beyond anything reasonable given the meager sample required.

From the FIA tech regs:

6.6.2 Competitors must ensure that a one litre sample of fuel may be taken from the car at any time during the Event.

But there's no reasoned justification.

Maybe, if there was only a few mL left, they could claim "contamination" (from the bladder etc?)

On reflection, it's possible the fuel could be engineered to stratify, thus leaving a less dense and therefore compliant fraction in a tank that's been run to "dry", or maybe it's to prevent another collector cheat?
