    i vaguely remember this as being a trial method of accident reconstruction where they stuck rear and forward facing cameras under the rear view mirror that would record in a continuous 30 second loop, and save the 30 second segments in which there were movements that indicated to the computer that there was dangerous driving or like in this case, a crash. This is one of those trials, it wasn't planned, more like constant survaillence
