Well, apparently your aerodynamicist is either a dork or improperly quoted. When he says "...short winglets help less than short ones...," the rest of his discourse is quickly called into question.
I made a short typo. What I should have said, in short, was " short winglets help less than LONG ONES." Size does matter. I apologize.
