Disconnect the yellow green wire from the thermostat. If the fans stop, your thermostat is faulty.

Did you mean to write "Disconnect the yellow green wire from the thermo switch in the bottom of the radiator (when the engine is cool and the cooling fans are wrongly running). If the fans stop, your thermo switch is faulty"? (Never heard of a 1980-90 F thermostat with an electrical function.)

Thanks for all your help guys! It turns out that someone bridged the wires for the thermo switch.
They also pulled the wires away from the radiator area and tucked them down near the battery. That’s why I didn’t realize there’s a switch on the bottom of the radiator.

Hopefully, you won't have an overheating issue to fix -- doing that is one of the common desperation band-aid fixes for an overheating symptom, but maybe just the thermoswitch is bad.
