    The "Sheik", is the Emir of Kuwait, Sheik Sabah Al Ahmad Al Sabah.

    The photo is obviously Sheik Sabah on a state visit to another country.

    And, no, Jay Leno wasn't in Kuwait. Believe me, I would have known.
