For a number of reasons. Also, one would not want to upshift on certain occasions.

It's a question of whether you want to ring its neck or just slap its arse. All down to the mood you are in I suppose.

Computer is not always right, sometimes you really don't want to go down 2 or 3 or even 4 gears in an instant, you just want to stay in the desired one in a proper power band.
Only manual or paddles (in semi-auto like dual clutch) will give you that kind of control.
Computer on the other hand, is sometimes too lazy or too aggressive.

In my DCT’s I shift myself so I can play the fiddle with my right foot and get whatever note I want.

Is there a safety mechanism in the system to prevent over-revving while in manual mode?

The rev limiter on upshifts and the computer not accepting a downshift that would send the revs over said limiter.
