    can the tail lights be replaced without removing the painted metal panel (or for others the challenge grille)? seems like that panel must be taken off and that doesn't make any sense?

    Nope. Will cause paint damage in the least. Possible lenses damage. They almost fit and a few may. Just take it all apart. Safer in the end and the proper way.
