Registration Question

Hello all,

I just saw a warranty card for serial number 116471 (1999 360 F1) that has no owner or dealership info filled out on ebay for sale. So basically only the non handwritten part such as engine number vin number and model info is filled in. My question is how does something like this warranty card slip through without ever being filled out? Are there cars out there that were never sold or maybe wrecked before they could be sold?
