360 heat control actuator diag

hi everyone. I am working on a 2000 360 I am wondering if anyone has a trouble shooting chart for the heater control. Mainly the actuator that opens to allow hot coolant into the heatercore. these are the voltages I am getting at the harness that plugs into the actuator
pin voltage cold voltage hot
1 12.66 12.6
2 .74 .7
3 5.19 5.17
4 .19 - .24 .17- .37
5 ground ground

I am not seeing much of a change. any help with this would be greatly appreciated thank you.

 

Update. I am getting a voltage change at the controls in the dash when I change temp.so signal is being sent out.
