My 84’ 400i Is out of battery and one of the two emergency releases cable has broken. How do I open the hood?

Just try to recharge the battery though the cigarette lighter. Depending on your charger output you may be in a position to activate the solénoïd without fulky charging the battery.

You can also access the battery positive from the starter, access from underneath.

Don't know if the cables are the same as on a C4..... but if they are, I can offer the following.
The hood cable traveling across the front of the firewall to the right side latch recently broke on my 1971 365 GTC4. It took a good friend and I about 4 hours to fashion a hook, made from a coat-hanger, and catch the release mechanism under the hood from the left side of the engine compartment. What a PITA. The secondary cable release won't help as it is connected to the driver's side latch. If the passenger side latch cable is broken, you've got to hook the bottom of the latch and pull it towards the left side of the car to unlatch.
Your 400i may be different. Here's a picture of the passenger side latch.
PM me if you want to discuss. This is not a job for the faint of heart!

Another vote for charging through the lighter hole or the starter terminal and your hood will be open.

Charged through the cigarette lighter and it worked with enough power to operate the switch. However the switch only electronically realeased the side the cable hadn’t broken and it didn’t work on the side that it has !!!!

Have a third party apply a firm down pressure on the hood while atempting to operate the solenoïd. If it is still somehow working this would make it easier to release the lock.

    Use an angle grinder.

The glovebox fiberglass panels could be choped, but this hurts...

Top right corner of the glovebox would give the best access.
