It’s a clever idea and something I was considering but you can get a new GAZ shock for around $200 which can be adjusted (damping) without removal and you can choose from a range of spring rates to suit your needs. It saves the work of fitting these sleeves to your old shocks (weld a few tacks each end?), dealing with space issues if you want to lower the car (might hit the a-arm at full droop), and you still have to take it out/apart to adjust damping. You could also probably sell your old Konis for a big portion of the cost of the new shocks.
I don't see how this work on a 308. That long cylinder needs to be fixed on the body of the 308 Koni shock somehow. The stock solution has a groove in the body to receive two halves of a ring that act as a lock on the spring perch. You would have to weld that aluminum cylinder on to a steel shock body.
