Have an 89 Testarossa and the drivers side auto seat belt motor runs but is stuck in the closed position as if you were using it. Took the pillar apart and don't notice anything obvious. Any insight?

First check the door ajar switches there are two per side, a failed switch will not give the module a door open input and not move the mouse.
Second can be a bad micro switch so the module does not know the position of the mouse.

If the motor runs but nothing moves then the plastic drive tape is probably broken.

I would think the door switches are fine because the motor runs. Would a micro switch cause it to run but not move?

if it runs but doesn't move you have a mechanical problem with the track assembly. They may even still be under warranty.
