Pasadena - city planning/zoning contacts

We have an old house in a very dumpy area of Pasadena that has been cited for having an 'illegal' fence. It's no big deal to pull it down but our tenants value the security it provides, especially as there was a shooting in the driveway opposite.

Does anyone have any contacts with the City who may be able to help? I don't want to pull it down but I am pulling my hair out trying to get help from the various city departments. It is all the more frustrating because the fence adjoins a City owned fence of the exact same size and type (5 foot chain link buried in a hedge) to one side, and a 7 foot steel bar fence and concrete wall to the other!
