SMOG and H-pipe

Would removing the restrictor and replacing with an H pipe affect the actual OBD2 SMOG test ? The H pipe is downstream of all of the sensors, cats etc.....and they do not do a visual where I go.

Weirdly, today I just received CA plates, registration, and tags from the dealer/lender (?).....what gives nobody smogged it here in CA ?! Not complaining but do I even need a SMOG ? I bought at a dealerin AZ and shipped it here to LA.

I want to put my H pipe on ASAP any info/direction would be appreciated !
