Fully reusable spacelift actually will offer orders of magnitude savings in spacelift costs. USAF and NASA have worked on RLVs and RLV technology for decades, but nobody was willing to pony up enough money to make them a reality. STS had a few warts after the initial fully reusable design cost too much to build.
