TR popup motor removal

The popup headlight on the left (drivers) side of my 88TR won't "pop up". I took out the 2 rubber grommets and discovered that arm that should be attached to the motor that rotates to make the headlight go up is no longer attached.

What's the best way to get to the motor? I can't see it well enough to tell if that lever arm is supposed to be welded on or whatever. I did a semi-thorough look through the WSM, but didn't find anything about the R&R - do you have to remove the wheel and the inner fender of is there another way?

...and while I'm doing this, is this a good time to replace the gas strut that holds up the hood? (I'll do a search, but if anyone has the model numbers of the aftermarket struts handy....)
